Your argument is that it could have been handled better. Okay, let's go with that. That being the case, what has the response of northern governors and mayors been... to set up services and communicate where the busses should go?
Or try to shame the border governors to stop the busses?
That is the flaw in your argument, regardless of the lack of communication, now that it is going on, the northern mayors and governors are not responding with... here is how we can help with thousands of immigrants that need a place to live... there efforts are all about stopping the process or asking the federal government for money to fund these immigrants.
I am telling you as a human who sees the problem down here, that if I were an immigrant, I would be first in line to jump on that bus and take my chances. If I traveled more than a thousand miles to come to America and I was promised that I would receive all sorts of help once I arrived, only to find I am packed into a small border city that has no means to help. I would grab the first bus I could afford to go to a sanctuary city.
If someone wants to use me for a political message, I would be in, as long as I got to one of those sanctuary cities, I heard about back home...
Meanwhile, all the media attentions is good. Since now those northern mayors and governors will have to fall all over themselves to help me or look like assholes.

Your message is we were "blindsided". We can relate to that given what happened after Biden took office. Let's turn of the spout and keep people in Mexico till we can work out a better logistical approach to handle the immigrants.
I am willing to bet, if Biden said, I will strictly enforce a remain in Mexico policy and actually follow through until a logistical plan is agreed to by the various states to handle the immigrants, I think the bussing would stop. What you think was a cruel stunt was done out of necessity. The decision to bus occurred only after months of trying all other avenues to address the problem with little response from Biden and the northern states and mayors.
