Washington is complex, but lawmakers are elected to pass laws, not run Washington... that is what the bureaucrats are paid to do.
As someone who has worked for companies that employed lobbyists, you don't waste a lot of money on "freshman", they have no power. The money is concentrated among the long serving members who chair the various committees. As an aside, the "leg work" is done by staffers and lobbyists regardless of how long someone has been in office.
So, the premise of your statements don't match my reality working with politicians in the past. Crony capitalism is a problem. It reminds me of what someone told me once, if politicians turn over to fast, you don't know who to bribe. I like that.
