There is no evidence that either the Jews or Palestinians planned to abide by the partition. Hence, it was inevitable that war would determine the boundaries. The Palestinians made clear they would not accept it as far back as 1936. The Jews did accept it grudgingly. As soon as it was announced, Palestinians called for a general strike and demonstrations and violent riots. Zionist military targeted Arab villages and Arab volunteer and irregular forces targeted Zionist areas.
Trying to assign blame or "victim" status to a war that was inevitable from the start seems pointless. War has always been the final arbiter when negotiations fail.
