The states are bungling the vaccine distribution. If they can get the vaccination program on track, then it is likely this new strain will not translate into a noticeably higher transmission rate simply because as those most vulnerable and those most likely to be exposed to the virus develop immunity, it will largely spread to be people most likely to be asymptomatic.
Asymptomatic people can spread the virus, but generally it is far more rare and usually occurs only when they are in indoors in a poorly ventilated area because the amount of virus they tend to exhale is far less.
Vaccine clinics should be operating 24 hours a day. Any vaccine not used during the day, should be made available on a first come first serve "appointment" basis.
People who want to be on the first come first serve list would sign up and commit to being able to present themselves for the vaccine on 30 minutes notice. 30 minutes before they are due, they will receive a text message to go to the vaccination clinic. If they are not there at the appointed time, the vaccine will be given to the next person in line and additional texts will be sent out to those on the list.
We can't have vaccines going bad or not being used because of bureaucratic bungling.
