Systemic racism relates to mechanisms built into the system to discriminate against African Americans. It should operate universally if it exists.

The absence of inequitable outcomes is not proof of systemic racism, it may point to systemic racism, or it may point to other causes.

A simple example is the NBA, I do not believe systemic racism is responsible for the fact that blacks comprise a disproportionate percentage of NBA players. I do believe there are cultural and economic factors that do explain the inequitable outcome.

Meanwhile, when decisions are made based on race in order to achieve equitable outcomes isn't that by definition racism in the real definition of the word and not the woke definition of it.
