Suggesting that the school system's response was somehow reflective of Texan values is quite misleading. My guess is most Texans are outraged by the incident. So, why would you suggest it is refective of how Texans think? Texas is one of the few states that executes rapists... let that sink in ...
Meanwhile, when a transgender girl attending a high school in a very progressively liberal school system in Loudon County in northern Virgina sexually assaulted a girl in Loudoun County, the school system tried to cover it up by transferring the transgender girl to another school where it happened again! And they tried to deny it a second time!
Does this suggest progressive liberal people are okay with sexual assault as long as it is carried out by someone claiming to be part of the LGBTQ community? Sounds crazy right? That is how you sound with your accusation against Texans.
My bet is most Texans would support prosecuting the boy even if he does suffer a mental disability and if a judge feels he could not control himself, then the boy should be banned from attending public school and should be required to register as a sexual predator (even if he is a minor), if he does not suffer a mental disability then try the boy as an adult.
I don't know where you gets your views on how conservatives feel about women being sexually assaulted... but, keep in mind the definition of a conservative is a "man with daughters". No man would want his daughter sexually assaulted...
