Racism is a form of bigotry based on skin color. I think you are trying to make a distinction without a difference. Per CoPilot AI:

I strongly oppose systemic/institutional racism whether it takes the form of laws like Jim Crow laws, employment practices, affirmative action, or DEI. I believe judges should be reviewed regularly to see if their rulings reflect racial, political, or social prejudice.

We can collectively address systemic and institutional racism with laws.

But good people can't change shit into roses. If a person is a bigot, they will always be a bigot unless they go through a life altering event that profoundly changes who they are. These events are rare. Do you consider yourself a racist? If not, what would it take to make you a racist? If you are what would it take to cause you not to be racist? Give that some thought.

Perhaps you have heard the saying:

God grant me the serenity

to accept the things, I cannot change.

courage to change the things I can.

and wisdom to know the difference.

Changing the "hearts" of individual is largely a "God thing", protecting people from being the targets of systemic and institutional racism is something we can do.
