Perhaps we do need a new deal.

The states can get together and hold a Convention of states. If they can't agree let them split the country up into several countries and perhaps have those countries could create an EU like structure to regulate interstate trade and a NATO like structure for mutual self-defense and conduct international foreign policy. They could also set up a "Supreme Court" to resolve conflicts between the various states.

However, the new federal structure would have no taxing authority, no currency, and each country would have its own military. Each new country would contribute 20% of their soldiers to serve as an active force and the rest would serve in the various state national guards. They would also pool their naval and air assets.

Each country would produce its own hard currency backed up by gold or other precious metal. Lastly, a digital currency like Bitcoin would be produced and each nation would agree to accept the currency.
