Nearly every action that impacts individual voting rights goes to court. Often these laws are not well written and so the court ends up either rejecting them or rejecting elements of the law if it is "severable".

The easiest solution is to require everyone to get a national ID card or EDL. Passports effectively act as a national ID card but people who don't want a passport should have an alternative national ID.

The national ID card could be processed at local Post Offices in the same way passports are. We came close under Biden when people need a national vaccination card to travel or enter some establishments. So, if that was okay, then we should be able to require a federal ID card to vote and receive government entitlements.

The is good reason to require everyone to get a federal ID card and update it every 6 years or so including to stop some of the fraud going on in Medicare, Social Security and other government programs. The federal government needs a single source to determine if someone is "still alive" and a US citizen. So, it can address more than the concern that immigrants will vote in elections.
