It sounds like you oppose the more democratic system England has... which frankly I agree with you. In a parliamentary system, the prime minister can be replaced anytime by a no confidence vote. That makes it hard to make tough decisions that go against "the party" or even majority opinion of the people.
If we had such a system, the tendency to lead according to the "polls" would get even worse. A President could be "impeached" with a simple majority (which is the American form of a "no confidence" vote) and the Congress could appoint a successor President skipping over the VP as long as the person was a member of Congress.
I think Americans generally prefer our more divided form of government with three equal branches of government rather than Parliament/Congress calling all the shots.
England's system is not the death of democracy, but actually the birth of modern democracy. It has been in place for centuries.
