I think you are working on some strange assumptions. Places like California are already only 25% "European" white. Even with no financial inducements, the percentage of 100% "European" white people are likely to drop to levels That number is likely to fall to below 20% among "new Californians" (immigrants, babies, and US citizens moving to California) over the next generation. As California goes so goes the nation over time. So, not sure why you feel compelled to incorporate a "racist" component to your proposal.

Secondly, helping BIPOC women get an education undermines your goal of increasing birth rates. There is a direct negative correlation with how much education women receive and how many children they have. If you wanted BIPOC women to have more babies, you would promote less education. That also seems racist.

I do support helping the nation's poor regardless of race have access to the critical education and skills they need to realize their full potential and minimize the risk of generational poverty, even if that will likely lower the fertility rate among poor women. The decision to have a child should be theirs, not some societal plot to turn them into "baby factories".

Fortunately for America, if we stop the insane wokeism DEI ideology infecting our country and instead preserve the individualistic and merit based capitalistic design of our economy, we will attract young people from around the world, who seek the economic opportunities our country offers. In fact, projections for the year 2100 have the US as one of the few populations in the "western world", that is not expected to suffer from population decline due to immigration. My sense is most of those immigrants are not coming to the US for our weather or even our culture, but because our country economic system creates jobs. Our economic system is not only one that creates prosperity, but that prosperity is why our population is maintaining itself.

Allow government to continue to encroach on what makes America a place people want to migrate to, and we will end up paying people to have children like some European countries are. Change our immigration system to a merit one, and the economic prosperity will cause even more people to want to move her. In other countries the cost of entitlements is crushing to will of people to work and while each entitlement may appear "fair, compassionate, or necessary" the sheer weight of them all is destructive.
