I think you are confusing "weather change" with "climate change". Weather patterns can change rapidly, climate does not. Weather patterns can sometimes operate in 20 year patterns, can be influenced by changes in population density, and even changes in farming practices. Climate change is far more "global". It has been quite common recently attribute weather changes as due to climate change.
