I think the only way to end the current situation is to require a coalition of nations to take over the Palestinian territories of Gaza and the West Bank and enforce martial law.

Then as quickly as possible establish Palestinian self-governance over civil matters, with the "coalition" handling defense, law enforcement, foreign humanitarian aid distribution, and most importantly education.

The coalition force should anticipate remaining for 25 years or so, during which the mandatory education system will focus on educating the children with both job skills and values.

The value component is critical and should integrate nonviolent values and tie them to Islam (much of the Koran is about nonviolence). The portion of the Koran which talks in terms of violence should be taught as appropriate in its time, but not the present.

Other ethnic groups and their religions have gone through this transition, but Islam is a newer religion that took hold originally in a tribal culture where violence was a way of life.

Unless children are educated that "modern" Palestine especially Gaza must develop an urban culture that can only thrive on non-violence the wars are doomed to continue.
