I think many parents are troubled by anyone who dresses in such a way that leaves little to anyone's (especially children's imagination). When I lived in Florida many parents wanted to "ban" string bikinis and speedo style bathing suits. Vance as a conservative parent shares the belief, that people can do what they want behind closed doors, but in public they should exercise a bit more restraint.
You don't have to share that opinion to appreciate it. As an aside, the debate about public attire has been going on now for centuries, so it not particularly surprising.
I remember in high school girl's being sent home if their skirt was too short and boy's sent home if their pants were too tight.
