I really don't think men are particular when it comes to dating, but I do think they are increasingly particular with respect to who they settle down with. As people tend to be older these days before they marry, they know themselves better and they have a better idea of who they want to live with. The same is true of women and so the result is that while both men and women may casually date, it seems they are less often inclined to pursue a serious relationship unless someone really fits what they are looking for.

To the extent a man or woman is looking for someone to raise a family with as well as a life partner, my observation is that having a family is a higher priority to foreign women than American women where family competes with career.
