I guess I was not clear.
I did not say they were happening "mostly" in black neighborhoods.
I said black neighborhoods are experiencing high levels of retail theft (which is true) and that impact is devastating to those black communities (which is true).
As the writer is black, I thought she might have some particular insights why those areas are experiencing high retail theft and what can be done about it.
I did not mean to suggest that other neighborhoods are not also experiencing high levels of retail crime. But the solutions, may or may not be the same ones, so I should have been clearer, with respect to how do you keep "retail" in inner city black neighborhoods.
