I don't fault corporations and farmers pursuing their self-interest. We have trained our citizens to expect government to solve all of our problems. That is a big mistake. There are things government can do, but the more control of an economy they have the more subject they are to "bribes" to encourage their decisions. Why bother to bribe a government official with zero power.

But "public servants" have an obligation and fiduciary responsibility to put citizens first. If they are not up to the task, they should resign.

Whether a society's economy is based on capitalism or socialism and their government is a representative one, communist one, or autocracy, the responsibilities of government are the same.

Interestingly, when it comes to corruption, democracy has a moderating influence on government corruption if for no other reason, than politicians need to get elected. Capitalism also has a moderating influence, since the owners of businesses can move them to other countries when governments become to corrupt.
