Moreover, the mission of those he is selecting to hold key positions in his administration is to reduce the size and power of government.
Perhaps it's worth considering, that Trump along with the majority of Americans believe the country was headed in the wrong direction.
He seems focused at reducing the size and power of the administrative state, not exactly what an authoritarian would do.
He also seems intent on returning the government to the three branches described in the Constitution. FDR created the 4th branch of government to "administer the state" during his four terms as President (the closest to a dictator our country has ever come).
Moreover, Trump has deferred decisions to the state like abortion. Something an authoritarian would not do.
Try viewing Trump's actions through that lens of a reformer trying to bring America back into line with its founding principles. Those who like "big government" should fear him, because he is dismantling the ability of an authoritarian or even a single party from taking over control of the country by decentralizing power.
