Are you referring to 1954, when NATO rejected the Soviet Union (not Russia)? I don’t think the Soviet Union was prepared to dismantle its empire to be part of NATO and so it was considered incompatible with the idea that each country would be part of alliance to protect each country’s independence. I think the time to join would have been after it had spun off all the countries that were part of its empire.
