Actually, at this point every continent except Africa is expected to experience declining populations by the end of the century and not just modest decline but rather serious declines similar to what Japan is experiencing today.

That suggests that anyone that wants to and can afford to raise educated skilled children should not hesitate to do so for fear of overpopulating the planet. The link below is to an article on the UN population forecast. So, the premise of your piece is a bit flawed and dare I say... so last century. The new fear is that at the same time the population will be contracting, the traditional demographic triangle (more young a fewer old) will be replaced with a slightly inverted triangle more old than young. Japan has struggled with this dilemma for over 30 years unsuccessfully. By 2030 something like 30% of the housing units will be empty.
